What is the current behavior?
Documentation is published using code here: https://github.com/farao-community/farao-community.github.io
This makes the doc hard to maintain + no versionning supported.
In this first PR, only CRAC doc is migrated ; other PRs should follow to migrate the rest.
What is the new behavior (if this is a feature change)?
In this PR, the documentation would be published on "readthedocs"
This makes it easier to maintain and keep up-to-date, since we can update it in the same PR as in feature developments.
